QTL™ - TAP
(Technical Assistance Program)

The Centers for Quality Teaching and Learning™ and Rutherford Learning Group, developers of the Capacity First model, have been approved as Technical Assistance Providers (TAP) by the North Carolina Department of Public Instruction.

The designation as a technical assistance provider creates the opportunity for schools qualified for CSR funding to utilize individual services provided by the model or to incorporate those services as a major component of a locally developed model for comprehensive school reform.

As an approved TAP, QTL™ and LCS stand ready to partner with other models to develop comprehensive plans addressing the eleven components of the CSR program. Rutherford Learning Group and The Centers for Quality Teaching and Learning™ are two North Carolina organizations with a proven record, nationally, of developing capacity for skillful teaching.
